What Retailers Need to Know
The UK Government has published new guidance to help retailers prepare for changes under the Tobacco and Vapes Act 2026. The first measures will come into effect from 29 October 2026, with further changes from 1 January 2027. Here are the key points convenience and forecourt retailers need to know.
What Changes on 29 October 2026?
From 29 October 2026, new rules will apply to the sale of vaping and nicotine products.
The changes include:
- Age restrictions on vaping and nicotine products
- Restrictions on proxy purchasing
- Restrictions on free samples and substantial discounts
- New fixed penalty notices for certain offences
- New restrictions on vending machines

New Tobacco Rules from January 2027
From 1 January 2027, it will be illegal to sell tobacco products, herbal smoking products or cigarette papers to anyone born on or after 1 January 2009.
Retailers selling tobacco will also need to display a new age of sale notice:
“It is illegal to sell tobacco products to anyone born on or after 1 January 2009.”
